Senator Josh Becker’s Comprehensive Legislative Package Receives Governor Newsom’s Signature

Becker’s legislative package moves California’s forward on protecting individual privacy rights, achieving a greener, cleaner and more affordable economy, and creating a fairer justice system

SACRAMENTO, CA—As the deadline for Governor Gavin Newsom to act on legislation came to a close last week, State Senator Josh Becker (D- Menlo Park) applauded Governor Newsom signing key legislation that he authored that will implement sweeping policies on climate change, privacy and consumer rights, and justice reform.

“This year, we have made tremendous progress on legislation that will drastically improve our transition to a carbon-free economy, protect our personal data from being sold by unknown entities, and reform our justice system so that incarcerated individuals and their families are not unjustly punished,” said Senator Becker. “I thank the Governor and my legislative colleagues for working with me to craft meaningful legislation that addresses some of our most critical problems, and I am committed to continue finding innovative solutions to address our state’s challenges and ensure that the people of Senate District 13 have a government that works for them.”

Before the October 14 deadline, Governor Gavin Newsom signed the following bills authored by Senator Becker.

  • SB 362 – Creates a first in the nation option for you to delete your online data.
  • SB 485 – Protects election workers and volunteers from harassment.
  • SB 474 - Reduces the unjust markup on everyday necessities like hygiene products, food and health supplements in prison canteen stores.
  • SB 48 – Cuts carbon emissions in large and older buildings.
  • SB 49 – Incentivizes solar and clean energy projects alongside highways.
  • SB 410 – Solves the massive problem of delayed interconnection improvements by holding utilities like PG&E accountable to better connect homes and businesses to the grid.
  • SB 341 – Unlocks state funding for affordable housing.
  • SB 448 – Ensures that youth will be considered for the least restrictive alternatives to detention regardless of their county of residence.  

This legislation will go into effect on January 1, 2023, with the exception of SB 362, which will become operative in 2026 to allow for necessary preparation to implement the law.
